It is believed that the laws and regulations governing the various tasks should be interpreted in such a way as to give effect to various services for persons who should be assisted and to ensure their quality of life.

It is undeniable that many people have to deal with the increase in basic supply, which is mainly caused by the rise in costs, the decrease in household income due to the crisis that our country is experiencing.
We must therefore insist on the recognition of the basic supply rights of all those who meet the requirements of disadvantaged consumers on the basis of the parameters determined by each service law.
Now, at the same time, it should be noted that as long as their consumption is within the parameters of basic consumption, whether primary or non-luxury, everyone should be able to enjoy basic daily needs at an affordable price.
Beyond these limits, the tariff system for basic supplies should promote conservation and energy efficiency, but should also sanction the waste of scarce resources and transfer the cost of basic supplies to consumers who consume in excess.
At the same time, both public and private entities must protect the rights of individuals.

The Government provides certain users with basic aid to pay for these basic household supplies. The so-called social bonds.
